CONGRESSMAN AMBEN AMANTE CHAMPIONS SENIORS AND PERSONS WITH SPECIAL NEEDS THROUGH TWO HOUSE BILLS

SAN PABLO CITY, LAGUNA — Laguna 3rd District Representative Loreto “Amben” S. Amante continues to demonstrate his hands-on approach to public service by filing two significant bills in the House of Representatives aimed at enhancing the welfare of senior citizens and individuals with special needs.

Congressman Amante filed House Bill No. 360, titled “An Act Granting Benefits to Filipino Septuagenarians, Amending for this Purpose Republic Act No. 11982 which Amended Republic Act No. 10868 or the ‘Centenarians Act of 2016’, and for Other Purposes.” The proposed legislation seeks to lower the age requirement for receiving the Centenarian Grant from 100 years old to 70 years old.

Under the bill, Filipino septuagenarians—those who reach the age of 70—will be entitled to receive financial incentives and benefits from the government. Congressman Amante believes this is a more realistic and compassionate way of honoring the elderly while they are still capable of enjoying their rewards.

“Our seniors have contributed so much to our society. We must recognize their service and sacrifices while they are still strong enough to appreciate our gratitude,” Amante said in a statement.

Meanwhile, Amante also filed House Bill No. 361, titled “An Act to Establish Centers for Individuals with Special Needs (ISN) in the Country, Providing Funds Therefor, and for Other Purposes.” This measure aims to create government-supported facilities dedicated to caring for and rehabilitating individuals with neurodevelopmental disorders such as autism, ADHD, Down syndrome, and other related conditions.

These specialized centers will serve as both learning and support hubs for individuals with special needs and their families. They are envisioned to provide therapy, counseling, educational programs, and residential care if necessary, particularly in underserved communities.

Congressman Amante emphasized the urgent need for inclusive programs that ensure persons with special needs receive the support and care they deserve. “No Filipino should be left behind. We must build a society that understands and uplifts individuals with different capabilities,” he added.

With these legislative proposals, Rep. Amante continues to advocate for the marginalized sectors in his district and across the country—living up to his commitment to deliver compassionate and inclusive public service.
