SANTA ROSA CITY, LAGUNA — The City Government of Santa Rosa continues to strengthen its long-term vision of becoming a fully developed Smart City, with digital transformation, real-time public safety response, sustainable development, employment services, and innovation at the center of its governance agenda.
Santa Rosa City Mayor Arlene Arcillas said one of the major challenges in pursuing the city's Smart City vision is the implementation of its 10-year Smart City Roadmap, which brings together the various digitalization and innovation programs already being implemented by different city offices and departments.
According to Mayor Arcillas, the city already has individual programs and initiatives geared toward smart governance. The challenge is to integrate these efforts into a unified roadmap that will allow the city government to better manage, monitor, and utilize data.
She cited the city's assistance programs as an example, noting that data generated from the distribution of various forms of assistance can be integrated into the city's broader digital system.
However, Mayor Arcillas acknowledged that funding remains one of the biggest challenges in implementing Smart City initiatives.
Digital transformation requires investments in infrastructure, technology, and systems, including the installation of additional CCTV cameras and other facilities needed to support the city's smart governance infrastructure.
CENTRAL COMMAND CENTER STRENGTHENS REAL-TIME RESPONSE
One of Santa Rosa's major Smart City initiatives is its Central Command Center, which is connected to CCTV cameras strategically deployed throughout the city.
Mayor Arcillas said the system allows the city government to see incidents in real time and respond immediately.
For example, when a traffic accident occurs, personnel at the command center can immediately see the incident and coordinate with the Philippine National Police, traffic personnel, and other appropriate response units.
The Central Command Center operates around the clock, providing continuous monitoring and helping ensure that emergency and public safety concerns are addressed as quickly as possible.
For the mayor, one of the biggest benefits of the system is the city's ability to move from simply receiving reports to providing immediate, coordinated, and real-time responses.
CITY TARGETS 80–90% DIGITALIZATION OF GOVERNMENT PROCESSES
Looking ahead to the next decade, Santa Rosa is targeting the digitalization of approximately 80% to 90% of government processes through its Smart City Dashboard.
Mayor Arcillas explained that the dashboard will centralize the city's various digital initiatives and allow officials to monitor programs and transactions across different offices.
The system is expected to make government transactions more efficient by allowing officials to track the status of requests, documents, assistance, and other public services.
For instance, data can help officials determine whether a particular assistance request has already undergone the necessary processing and documentation, allowing concerned offices to immediately address pending requirements.
At the same time, Mayor Arcillas emphasized that digitalization should remain inclusive.
While some residents may prefer or find online transactions convenient, others may have difficulty accessing or using digital platforms. The city government, therefore, intends to maintain alternative channels so residents can continue to access government services.
INDUSTRIALIZATION BALANCED WITH ENVIRONMENTAL PROTECTION
As one of the country's highly industrialized and commercialized cities, Santa Rosa faces the continuing challenge of balancing economic growth with environmental protection.
Mayor Arcillas said the city remains committed to sustainable development despite the presence of numerous industries, factories, commercial establishments, and residential developments.
Santa Rosa has also been involved in the Voluntary Local Review (VLR) of the Sustainable Development Goals (SDGs), highlighting the city's efforts to localize global sustainability targets.
Among the priorities are clean and affordable energy, industry and innovation, infrastructure, air quality, and water quality.
The city also requires industries to comply with environmental regulations, including the installation and operation of Sewage Treatment Plants (STPs) and compliance with the necessary permits and environmental requirements.
Energy efficiency is likewise being encouraged, with more establishments turning to renewable energy solutions such as solar panels.
WASTE MANAGEMENT AND ENVIRONMENTAL PROGRAMS
Santa Rosa is also strengthening its waste management and materials recovery programs.
The city promotes waste segregation and recycling through Materials Recovery Facilities (MRFs) in its barangays, while coordinating with waste haulers to ensure proper collection, recovery, and disposal.
Mayor Arcillas also highlighted the importance of partnerships with industries, companies, and other stakeholders in environmental activities such as tree planting and river clean-up programs.
Through these initiatives, the city seeks to ensure that economic and industrial development does not come at the expense of environmental sustainability.
E-RECRUIT PLATFORM CONNECTS JOB SEEKERS WITH INDUSTRIES
Technology is also being used to create more employment opportunities for Santa Rosa residents through the city's e-Recruit platform, managed by the Public Employment Service Office (PESO).
The platform helps connect local job seekers with companies looking for qualified workers.
According to Mayor Arcillas, the system allows companies to identify available talent while enabling residents to access information about employment opportunities in the city.
The initiative is particularly important as more industries and commercial establishments continue to expand and establish operations in Santa Rosa.
UST SANTA ROSA TO HELP STRENGTHEN INNOVATION AND RESEARCH
Mayor Arcillas also sees the presence of UST Santa Rosa as an important component of the city's ambition to become an innovation and research hub.
She described the institution as a research- and innovation-focused university that can potentially contribute solutions to the technological and developmental needs of the city.
UST Santa Rosa has also partnered with the city in its Voluntary Local Review efforts.
The partnership could open opportunities in areas such as healthcare, robotics, information systems, and other emerging technologies that may improve government operations and public services.
SMART CITY VISION CENTERED ON BETTER PUBLIC SERVICE
For Mayor Arcillas, Santa Rosa's Smart City transformation goes beyond simply introducing new technologies.
It is ultimately about using technology, data, innovation, and partnerships to make government more responsive, improve public safety, strengthen the economy, protect the environment, create employment opportunities, and deliver better services to residents.
With its 10-year Smart City Roadmap, Central Command Center, Smart City Dashboard, environmental programs, e-Recruit platform, and partnerships in research and innovation, Santa Rosa is positioning itself to meet the demands of a rapidly changing and increasingly digital future.
