Victory for Women: E-VAW Bill approved as Rep. Matibag leads powerful kickoff to 18 days of activism

LAGUNA Philippines --The Committee on Women and Gender Equality, chaired by Rep. Ma. Rene Ann Lourdes “Ann” Matibag has approved the Expanded Anti–Violence Against Women and Their Children (E-VAWC) Bill at the committee level—marking a significant milestone in the country’s efforts to provide stronger, more responsive protections for women and children.
The proposed measure broadens the definitions of abuse, enhances accountability mechanisms, and reinforces support systems for survivors. Once enacted, the bill will ensure that the law reflects the evolving realities and challenges faced by Filipino women today.
Rep. Matibag of San Pedro City Laguna first district hailed the approval as “a significant victory for every woman who has endured violence, and for every family seeking justice, safety, and dignity.”
“This bill is not just a policy reform,” she added. “It is a promise that the State will not look away. Today, we move closer to a Philippines where no woman or child suffers in silence.”
Councilor Eunice’s Testimony Reinforces Urgency of Safe Spaces Act Amendments
During the same session, Manila 4th District Councilor Eunice Castro delivered a courageous and emotional testimony, recounting the harassment she personally endured. Fighting back tears, she described the fear, trauma, and challenges that confronted her as she sought accountability.
Her heartfelt testimony underscored the remaining gaps in the country’s protective systems and strengthened the Committee’s resolve to amend and fortify the Safe Spaces Act—particularly in areas such as enforcement, reporting mechanisms, and community accountability.
Rep. Matibag praised Councilor Castro’s bravery:

“Councilor Eunice’s story reflects the lived reality of countless women across the country. Her courage to speak out gives voice to those who have been silenced, and her insights will help us strengthen the Safe Spaces Act even further.”

Timely Action as 16 Days of Activism Begin
The committee’s approval of the E-VAWC Bill comes at a powerful moment—the start of the global 16 Days of Activism Against Gender-Based Violence. The annual campaign calls on governments worldwide to fortify legal and social protections for women and children.
Rep. Matibag highlighted the importance of the bill’s passage at this time:
