Camp BGen Vicente P Lim- PRO 4A Regional Director, PBGen Paul Kenneth T Lucas urged the police force and the public to address the increasing number of rape cases in CALABARZON through rape prevention education dubbed as Project “L.U.K.A.S” or Labanan, Umaksyon, Kausapin ang buong Pamilya, Abusadong Rapist, Sama-samang Pigilin.”
Earlier, the Regional Director during the 2nd Command Conference on December 15, 2023 proposed a program to address the increasing number of rape cases which includes statutory rape, rape under influence of liquor and illegal drugs, fetishism, gang rape and grave abuse of authority, hence, the creation of Project L.U.K.A.S.
On January 11, 2024, PBGen Lucas gave his approval for the deployed Pulis sa Barangay (PSB) in CALABARZON to implement said project to deal with the rising cases of rape in the region.
The Project L.U.K.A.S or Labanan, Umaksyon, Kausapin ang buong Pamilya, Abusadong Rapist, Sama-samang Pigilin is a police intervention strategy to be employed by the designated police officers with the help of Barangay Officials to conduct household visitation and present an audiovisual explainer underscoring awareness and education on how to prevent and avoid the occurrence of rape incidents in their household.
Moreover, the Regional Community Affairs and Development Division cascaded said project to 296 Pulis sa Barangay (PSB) and 10 Chief, Police Community Affairs and Development Units (PCADUs) and Police Community Relations Officers to ensure that they are well equipped and knowledgeable in implementing the project in their respective area of operation.
PBGEN Lucas, encouraged the public to actively engage with the community leaders and police officers in their community to build an open and transparent communication that will help the law enforcement in the campaign against rape.
"The battle against rape in our community requires a united front. The police, in collaboration with community members, must spearhead initiatives that not only respond to incidents but actively work towards prevention. Hindi natin ito kakayanin ng tayo-tayo lang. Kaya sa pamamagitan ng proyektong ito ay mahihikayat natin ang ating mga kababayan lalo na ang mga biktima ng rape na magsumbong o i-report ang insidente sa mga otoridad. Let us encourage them to be proactive in reporting rape cases, supporting victims, and participating in educational programs." RD Lucas said.(RPIO4A)
